In his second edition, Goldman updates his model to account for the effects of increased participation by more countries as well as private corporations in space exploration and use. His new three-era model divides the Space Age into the Classical Period (1957-1979), with its focus on the US-Soviet space race; the Modern Period (1979-1990), in which private enterprise's involvement directed attention toward how Earth could benefit, even profit, from space activities; and the recent era, beginning in 1990, in which the view of space as an important resource for the planet has made Public International Space Law a reemergent force. The final chapter extrapolates current trends into future needs for ongoing, on-site means for settling disputes and regulating activities.
